This study is a sabbatical research on the RDO (Rugby Development Office) system in New Zealand. I returned to Christchurch, New Zealand in April and completed my research until September 2003. I was working as a RDO staff coach under the supervision of Mr. Lee Golding at the CRFU (Canterbury Rugby Football Union). The CRFU is one of the most successful rugby organisations in the world at both the professional and amateur level. I wanted to bring fresh ideas to Japanese rugby, whose environment and development systems differ from New Zealand's. The popularity of rugby in Japan is warning a major step towards the new company competition, Top-League, being kicked off in September. I am concerned that Japanese rugby may focus on professional and top level with the needs of junior players, already declining in numbers, being sidelined. The main reason for my visit to New Zealand was so I can assist with the development of junior rugby in Japan, which seems segmented and without major focus. This article examines the RDO system in New Zealand, with particular focus on the CRFU. This study is based on exclusive interviews, observations/participations of rugby seminars, literature reviews and my experience as a RDO staff coach.
