The energy flow that consists of inflow, conversion, consumption and discharge of energy is estimated for a central business district of Osaka City by summing up each building's energy flow. The estimated energy flow is evaluated from the viewpoint of environmental impacts such as heat island, global warming and local/global atmospheric environment. Changes of environmental impacts by various measures such as combined heat and power, energy saving of office equipments, insulation and river water source heat pump were also evaluated.
