This paper discusses how the Leprosy Prevention Law has defined the leprosarium from modern to contemporary Japan. The Japanese government has controlled Hansen's Disease basically by segregating patients from the rest of society by enacting the Leprosy Prevention Law, even though modern medicine can insist that there is no longer a need for segregation. There are many problems in this process, because patients' rights were abused and they were treated as if they were criminal for a long time. Patients have been enclosed in leprosaria for their whole life even after WWII, resulting in ordinary people in society being fearful of Hansen's Disease. This study is an introduct analysis of the leprosrium. Further work will consider sociological aspects of leprosarium.
