In 1998 a kokumin shukusha (people's inn) in Yoshinoyama, Nara Prefecture, discontinued its business, though the number of tourists there has not decreased so much. The kokumin shukusha is one of the Japanese local public enterprises. This paper makes clear details of its establishment and business closure, and searches for reasons why it had to give up its business. The "Yoshino-sanso" Inn was established in 1970. During about ten years since the establishment it went well, but after about 1975, especially after 1994, the management became worse. Three reasons can be pointed out; the high rate of personnel expenses, the decrease of the guests and the decrease of the usage by local residents as a wedding parlor and a banquet room.
