As a lessons learned from Hanshin-Awaji Earthquake Disaster., many organizations revised their emergency response plans intensively. Since emergency responders tends to have limited time availability at the time of disaster, the response mannuals should allow them to access the information they need as soon and easily as possible. In this paper, we propose a hyper-text system using HTML which allow us to make use of dynamic change of contents as well as various colors, and which also overcome the problems due to the lack of random accessibility document. In addition, a text filter has been developed to automatically handle a large quantity of text document into HTML files.
