The political process has changed rapidly in Japan today, by power change in 2009. In this changing nonwesterncountry, we pay attention especially to Aichi prefecture where COP10 will be held in 2010. Inthis paper, I will treat two antagonistic Environmental Movements; anti Expo Movement and anti ToyotaTest Course Movement, mainly in relating with politics and bureaucracy in the region. On the process ofanalyzing those cases, we will find a new concept of behavior named` Astroturfing'.
