It is the purpose of this paper to examine that in the process of the negotiation for the establishment of the European Economic Community, the French government tried to strengthen its position by holding talks with Belgium, the other main colonial power. The examination in this paper is based on the September issue in 1956 of Monthly Bulletin of the Central Bank of Belgian Congo and Rwarda-Burundi, featuring on 'European Common Market and the Overseas Territories'. The France-Belgian officials talked about the investment from France and Belgium to develop their overseas territories. Those talks produced a broad agreement despite the great dissimilarities in their imperial positions and responsibilities. On the basis of the Franco-Belgian position in the negotiation of the inclusion of the overseas territories in the EEC, which was formed by Franco-Belgian administrative talks on 'European Common Market and the Overseas Territories', it was proposed that their overseas territories should participate in the EEC through the form of 'association ' rather than 'integration'. To keep the traditional 'France-Afrique' solidarity, France tried to acquire the long-term assistance for the Zone Franc in compensation for the participation of metropolitan France in the Common Market.
