近年、人口減少や高齢化の進行する地方では小地域福祉活動が活発化してきている。一方、それら活動には継続が困難となる場合も少なくない。これら小地域福祉活動における継続要因は、(1)柔軟な参加と活動の仕組み、(2)利他意識の醸成、(3)人との出会いとつながり、(4)地域への理解と愛着の生成、(5)活動に対する誇りと自信、の5 つの論点にまとめることができる。本論文では、福祉をめぐる「場づくり」を目指すF団体に所属するメンバー6 名に実施したインタビュー調査をもとに、活動の継続要因や望ましい活動のあり方について、5 つの論点との関連性と活動メンバー個々人に生じる変化を踏まえて検証した。そのうち、(1)「柔軟な参加と活動の仕組み」は活動の「条件」に当たるものであり、(2)以降の4つの論点は活動の「成果」に当たるものであり、「成果」の実感と活動「条件」の整備との間には困難な調整が求められることが示唆された。さらに、これら「成果」と「条件」は「一般化」と「特殊なものとの融合」という2 つの志向が影響していると考えられ、活動主体のずれは多様な人びとが活動に参加することによる多様性が増せば増すほど活動主体は個々に異なる方向に純化させようとする考え方を生成しやすいことが示唆された。以上を踏まえると次のように結論づけられる。(1)活動メンバーは「活動の仕組み」以上に「人との出会いやつながり」を重視する傾向がある。(2)したがって、小地域福祉活動の継続には、「共同・実践ありき」と呼ぶべき「活動姿勢」の実現が重要な鍵を握る。(3)さらに言えば、「柔軟な参加態度と活動の仕組み」という最低限の「条件」と活動の多様な「成果」との調整が不可欠である。In recent years, small local welfare activities have increased in depopulation and aging regions.However, most of those activities cannot continued. Through my short bibliographic survey, Iconclude the primary factors of continuation of those activities as follows: 1) organization for flexibleparticipation of members and decision of activities, 2) fostering of altruistic awareness of members,3) encounters with the unknown and connections with members, 4) fostering of understanding ofand attachment for local community, and 5) self-confidence and pride of the activities.Therefore, in this paper I studied the interrelationship between these factors, paying attention topersonal changes of members, through the interviews with six members of Group F which aims tochange the negative image of welfare work in Akita City.At first, I analyze that the first factor corresponds to the activities "conditions," and the otherfour factors correspond to the "results." Consequently, the members of group need to difficultcoordination between the first conditional factor and the other resultant factors. In addition, I findout that in the conditional factor "respect for the peculiarity" is oriented and in the resultant factors"generalization" is valued. Accordingly, I guess the latent conflict between members has beenoccurred from this inconsistency of orientations.Lastly, I conclude as follows : 1) the members of groups tend to make much more of the resultantfactors, especially "encounters and connections", than the conditional factor. 2) this "encountersand connections" factor can be called the activity principle for "cooperative practice". 3) thoughtthis principle the group could solve the conflict between organizational condition and resultant fulfillment of members.
