研究ノート本稿は、米国における制度主義の創始者であるソースタイン・ヴェブレンの著書『平和の性質および永遠平和のための諸条件の探究』(1917)を取り上げる。第一次世界大戦中に書かれた本書は、戦争と平和に関する社会科学の著作として、第一級の重要性をもつものであろう。ヴェブレンの『有閑階級の理論』や『営利企業の理論』は、社会学や経済学の分野ですでに一定の高い評価を得ている。しかし、彼のこの平和論は、その現代的意義にも拘わらず、平和学においてさえ、それに相応しい扱いを受けているとは言い難いであろう。本稿でこれを取り上げる所以である。第二次世界大戦・冷戦を経て21 世紀の初頭に生きるわれわれに、本書は何を語りかけるだろうか。逆にわれわれ――とりわけ日本のわれわれ――は、そこに何を聴きうるだろうか。現代平和学の社会科学としての体系化を学問的課題とする筆者によるこれはそうした一つの実験的試みである。Among many books written by Thorstein Veblen, the founder of institutionalism in the USA, The Theory of Leisure Class and The Theory of Business Enterprise have been most conspicuously read and consequently wasted. But his book on peace, An Inquiry Into TheNature of Peace and The Terms of Its Perpetuation, has not very luckily (?) been paid due attention so far even among intellectuals involved in the discipline of peace studies at least in Japan. But it must be evaluated afresh and read seriously at this point of time confronting the possibility of the most disastrous war which, once accidently happened, could lead to the end of human history. In this paper, the author tries to make clear the implications of Veblen's theory of peace to the present world specifically focusing on the constitutional issue of Japan.
