Local government in Japan employs the Board of Education system, which has rested on the basis of layman control and professional leadership. This system ensures a political neutrality in education. Recently, some governors and mayors, for example Osaka Mayor, Toru Hashimoto, insist it is necessary to reform the Board of Education system because of its irresponsibility. This paper has an awareness of such issues and examines the role of the Board of Education.
