本科研研究プロジェクトは、「こころの荒廃」から抜け出るための手がかりを瞑想や修行や儀礼や芸能などの「身心変容技法」という宗教的リソースに求め、その意味・意義・機能・はたらき・諸相を明らかにしようとするものである。2017年度は、9回の定例公開研究会(第56回身心変容技法研究会~第63回身心変容技法研究会)、2回のフィールドワーク(2017年5月の東北被災地追跡調査(第12回目目)と2018年2月の天河大辨財天社の鬼の宿・節分祭・立春祭調査)、多摩美術大学芸術人類学研究所との特別合同シンポジウム「大地の記憶を彫る」、毎月1度の定例分科研究8「世阿弥研究会」を行ない、その成果をHP:http://waza-sophia.la.coocan.jp/と、2018年3月発行の科研成果報告書『身心変容技法研究第7号』(全272頁)に掲載し、社会発信した。そこで問いかけた諸問題は、①オウム真理教事件を事例とする霊的暴力や魔や悪魔の問題、②身心変容(技法)と芸術・芸能との関係、③身心変容(技法)の科学、④身心変容(技法)の哲学、⑤身心変容(技法)と教育、⑥身心変容(技法)と聖地ないし場所などなどの諸問題である。こうして、「身心変容(transfomation of body & mind)」や「霊的暴力(spiritual violence)」や「霊的虐待(spiritual abuse)」の概念を明確にしつつ、その負の局面を分析・考察した。カトリックや禅や瞑想「悪魔」や「魔境」やバランスの崩れの問題を問いかけるとともに、縄文時代の身心変容や古代の洞窟(洞天)が果たした象徴機能や役割やそこにおける諸種の身体パフォーマンスについて考察の目を向け、理論的研究と事例的研究と認知神経科学的な実験的研究の突合せと整理を行ない、認知神経科学における「畏怖・恐れ」の問題の実験的研究に一歩踏み込んだ。

糖尿病性神経障害を有する患者に対する鍼治療の効果について検討した.治療は,1週間に1回の頻度で合計7回の鍼治療を行った.初回は置鍼のみとし,2診目からは低周波鍼通電治療を15分間行った.治療部位は下腿に位置する経穴,陽陵泉(GB 34)―太衝(LV 3),陰陵泉(SP 9)―太渓(KI 3)の計4箇所とし,左右に行った.1診目のしびれの平均VASは46.4 mm(95 %CI;36.7-56.1 mm),8診目のしびれの平均VASは24.7 mm(95 %CI;14.5-34.9 mm)であった.鍼治療前後でしびれの自覚症状に有意な改善が認められた(-22.0,95 %CI;10.6-33.5,p=0.001).また,2診目と8診目のこむら返りの回数についても鍼治療を行ったことでこむら返りの回数に有意な改善が認められた(Wilcoxonの符号順位和検定 p=0.045).以上のことから,鍼治療は副作用も少なく,一定の効果が期待できる為,糖尿病性神経障害を有する患者の治療法の一つとして有用な手段となりうることが示された.

This paper will focus on the role of the local assembly in Japan. Currently, there are arguments of dual representative system which consists of elected heads of local government. This system ensures a separation of powers between the assembly and governor in the local government. Over the past a few years, there has been friction between the two heads due to conflict of opinions. Therein, suggestions have been made to reconsider an alternative to the dual representative system. This research examines the role of local assembly, from the perspective of a representative view.

The purpose of this paper is to clarify the practicability of introducing of video conferencing system to local assembly. The changes, which are designed to allow a continuity of local parliamentary business during the coronavirus pandemic, enter into effect. Some local assemblies approved members participating in local assembly’s committee in person and via video conferencing. However, it is difficult to adopt a new system to Plenary Session because of Local Autonomy Law. Toride Municipal Assembly and Osaka Municipal Assembly amended ordinances and regulations to run local assembly’s committees via video conferencing. But there are some problems in video conferencing such as an identification, confirmation of decisions, and release of minutes. Through the above, it was pointed out that it was necessary to review the method of local parliamentary management in the view of dual representative systems.

Local government in Japan employs the Board of Education system, which has rested on the basis of layman control and professional leadership. This system ensures a political neutrality in education. Recently, some governors and mayors, for example Osaka Mayor, Toru Hashimoto, insist it is necessary to reform the Board of Education system because of its irresponsibility. This paper has an awareness of such issues and examines the role of the Board of Education.
