現在の日本では、政治活動に関わる資金の流れは政治資金規正法で規制されている。政治家は政治活動を行うにあたっては、政治団体を設立することが必要とされ、その団体が使用した資金については、毎年、政治資金収支報告書にまとめて、総務省や都道府県の選挙管理委員会に提出しなければならないのである。具体的には、主に紙ベースで提出された報告書が PDF という形で電子化されて公開されている。これをまとめれば、行政が受け取ったデータをただ公開するに留まっているのである。これでは、政治資金の動きの透明化という政治資金規正法の目的を達するには不十分である。そこで、本研究では、政治資金の公開に関わる現行制度を確認した上で、オープンガバメント・オープンデータの推進という背景の下に、情報社会の進展に適合した新たな政治資金収支報告制度の設計案を提示したい。In current Japan, the flow of the fund about political activity is regulated in the Political Funds Control Law. As for the politician, it is required to establish a political organization on performing a political activity. The fund which the organization used lists so in a political fund report and must submit it to the Ministry of Internal Affairs and Communications or the board of elections of the metropolis and districts every year. Specifically, a report submitted on the basis of paper is computerized mainly by Portable Document Format and is shown in website. In other words, the data which the government received are merely shown. In such situation, transparence of the movement of the political fund is insufficient to achieve the purpose of the Political Funds Control Law. Therefore, in this study, it confirms a current system about exhibition of the political fund. Under the background called the promotion of opening government and open data, it shows design plan of the new political fund income and expenditure exhibition system that adapted to progress of the information-intensive society.
