This study focuses on the characteristics of the welfare regime of Japan after the second world war with the aim of forecasting its future. This study has found one of the major features of the welfare regime of Japan in its strong demand on families to be financially and physically independent. The risks the Japanese families had been forced to take by themselves, however, reduced to some extent by the governmental policies I call "communalization" or "kyodotaika."
