As Japan began to step into a welfare state after World War II, theoretical study of social welfare began to flourish. Why did modern states develop social policies? What are the purpose and functions of social welfare? These theories concerned with the essence of social welfare were presented, and disputes arose. The controversy from 1945 to 1960 was already summed up and a book about it was published as "Disputes regarding the Social Welfare of Japan after World War II". This thesis tried to examine the history of disputes since then, especially controversy about the theory of social policy and the new theory of social policy. (They both belong to the school of the theory considering social welfare of modern times as the system of policies developed by states.) In addition to this, it tried to make clear what emerges from this controversy and what we can learn from that. This work has been indispensable in the process of creating new theories.
