Spatial data are characterized by spatial interdependence and heterogeneity which give a variety of measurement problems. Heterogeneity can be covered by some econometrical techniques for model with non-spherical error term. Though spatial interdependence is considered as a “statistical noise” in the field of econometrics to date, how to model spatial interaction is the main subject in regional modeling. However, most of empirical works fails to take into account the interdependence effects in estimation or tests.In this paper, we consider a family of simultaneous spatial models which explicitly contain spatial interdependence. The most popular OLS estimator is neither unbiased nor consistent. We propose a new consistent and efficient estimator, that is named Two Stage Generalized Least Squares (2SGLS) Estimator. OLS bias, efficiency of 2SGLS and 2SLS estimator are numerically assessed. We conclude by discussing the applicability of 2SLS and 2SGLS estimator.

We present a dynamic model for the behavior of a developer who is assumed to be a profit taker. A conservation law in the housing market can be deduced by the classic calculus of variations, which explains spatial equilibrium of the housing market. We introduce the concept of infinitesimal transformations in the Lie group theory to describe the taste changes of households. By investigating invariant properties of dynamic model under infinitesimal transformations, the conservation law in the housing market is derived to explain invariant structure in the housing market under the taste changes of the households.

This paper presents the concept of fiscal effects of public investment, which explains an employment effect in public sector and fiscal flexibility, in the non-metropolitan area that consists of well-developed part and under-developed part. We point out that we must analyze two trade-off problems; one is regional equities versus total development of prefecture; the other is developments effects versus fiscal flexibility, which gives main perspective for the public debt management. For this analysis, an econometric model having hierarchical structure between prefectural government and sub-areas is presented. By case study in Shiga prefecture, the validity of the model is evidenced and some comments about investment allocation and public debt management are proposed.

The estimation of the economic benefits of a public investment project should include not only the direct effects but also the indirect ones. The problem is seen even more clearly when considering projects involve investments for increasing assets in social overhead capital, such as roads, railways, ports, etc. These projects often show a direct benefits only, which may be less than unity if the services produced are not sold, but consideration of the benefits deriving from the execution of such projects often shows that they are of top priority. In these cases the most important benefits are indirect, since they make production possible in other sectors of the economy.In this drafting, we deal with an estimation of direct and indirect economic benefits to a region which derived from the public investment for port facilities, by preparing a simplified system as shown in Fig. 1.Thereupon, such economic benefits are defined as an increment of the net regional products. Then the econometric model and interregional input-output model are introduced to analyze each process of this system mentioned above.
