Currently, revitalisation of communities is a common issue both in urban and rural areas in Japan. Social capital (SC) has beenattracting attention as a key to solve this problem and this study focuses on festivals that are common community resources both to urban and rural areas. The research target is 'Kenka Tanabata Festival' of Kesen Cho, Rikuzentakata City in Iwate Prefecture. Ananalysis is made in the perspective that new SC is formed and existing SC is reinforced during the process of attempting tosupplement necessary human and economical resources within and from outside the community.
