Currently, revitalisation of communities is a common issue both in urban and rural areas in Japan. Social capital (SC) has beenattracting attention as a key to solve this problem and this study focuses on festivals that are common community resources both to urban and rural areas. The research target is 'Kenka Tanabata Festival' of Kesen Cho, Rikuzentakata City in Iwate Prefecture. Ananalysis is made in the perspective that new SC is formed and existing SC is reinforced during the process of attempting tosupplement necessary human and economical resources within and from outside the community.

This paper investigates linkage between social capital and individual health using multilevel analysis. Data for the analysis is based on 9,248 people over 65 years old living in 28 school districts in Chita peninsula. Results show that school-district-level contextual effects are found for average income and social capital. Importantly, it is argued that without adopting a multilevel approach, the debate on linkage between individual health and social capital cannot be adequately addressed.

The damage caused by wild animals in agriculture and forestry is becoming serious in Japan. Thus we examined how to put this issue under control by the case study that we conducted in Pennsylvania where sport hunting was implemented for managing deer population. We analyzed our survey data for deer hunters there. The results of this study provide a useful perspective for tackling the same problems happening in rural Japan.

農山村集落(以下,集落と表記)は高齢化,担い手不足による農業の荒廃や伝統行事の途絶,地理的要因における生活水準の低下や経営困難に陥った交通機関の撤退など様々な面で不利な状況が続いており,何らかの維持・活性化が望まれている。本研究では集落住民の社会ネットワークに注目し,ソーシャル・キャピタルがどのように活動の展開に作用したのか過程をみながら分析した。本研究の分析から,集落のソーシャル・キャピタルが作用し,活動へと展開するためには,1)普段からの付き合い関係が豊富な住民を活動の初期段階から関係させること,2)集落住民自らにイベントや事業が実現可能か判断させること,の2つが不可欠であることが要件として明らかになった。

本研究では,第一に都市近郊の植木業の変遷を整理し,植木業がまちづくりと協働する意義を抽出する。第二にまちづくり活動への参与観察を通じて,植木業とまちづくりの関係構築の実態の把握と課題の抽出を目的とする。藤沢市植木業の変遷をIII期にわけて,組合活動と消費者との関係を纏めた。第III期の植木業とまちづくりの関係構築の実態とその課題を、二つのまちづくりから考察すると、1)御所見地域では地域内外の住民との交流に於いて植木業の持つ魅力が再認識された。2)鵠沼地域では、従来の建設業や行政に代わり地域の緑の設計者としてまちづくり会が主導し、地域から個人宅までの緑のデザイン・管理方法の討論と合意形成,緑の知識向上が課題となる。

In recent years many problems of market mechanism have been revealed. As the profits-making business comes up against a hard wall, the nonprofit organization is more and more revalued. Especially in agricultural sector the local agricultural public corporations become active, on the other hand, the public corporation systems are restructured. In the case of local public corporation in Kanuma City a company for the profits-making business was newly established as an independent sector. The newly-built company is to be regarded as a social enterprise, although the public cooperation itself is as before initiated by the city administration and there is no participation by citizen. In order to promote citizens to participate more easily in non-profit organization, it is necessary to utilize NPO, LLC, LLP, also to put tax reform into practice, and to skill-up human capacities.

農業生産法人以外の法人で,農地を借入れて農業に参入している法人の農業経営の特微について,業種別にみた特定法人の農業参入の実態を通して検討してきた。本稿では,営利目的の特定法人は,食品業を本業とする法人,建設業を本業とする法人,その他の営利事業を本業とする法人(以下,その他企業)の3つから,また非営利目的の特定法人は,非営利事業を本業とする法人から構成されると考えることにする。食品業については,黒字等である法人は販売規模「小」で67%となっている。建設業については,黒字等となっている法人数は少ないが,その内訳は販売規模「小」「大」がそれぞれ5割を占める状況にある。その他企業については,他の業種と比較すると全体として黒字等の割合が4割弱と高くなっている。経営状況の観点からは,食品業や建設業よりも継続性が高いと言える。最後に,NPOについては,黒字等となっている法人のうち販売規模「小」である法人割合が75%を占めている。

ドイツでは,国土の7割が可住地であり,計画的に土地利用を制御しなければ無秩序な開発が避けられない。そこで「国土空間の秩序は自然の(市場の)成り行きに任せるのではなく,公共の責任において形成されるべき」というRaumordnung(ラウムオードゥヌング)の考え方が定着している。これに対し,我が国の可住地は国土の3割にすぎず,開発コストや災害防除の観点から容易に開発できない残り7割の土地が,主に国土の中央に広がる。これにより,大局的に見れば,計画に因らずとも土地開発が制御されてきた。農村における地域住民の「日常的生活空間」と「非日常的生活空間」(住民生活とほとんど関わり合いのない空間)の境界もまた,計画的に制御されたものではなく,地形に対応して自然の成り行きで形成されてきた。しかし近年,農村では「非日常的生活空間」が無秩序に拡大し,これを誰が(主体)どう扱うかという問題が無視できない九そこで,本論では,広い「非日常的生活空間」を有する中山岡地域の農村に着目し,「日常的生活空間」と「非日常的生活空間」の境界を計画的に制御することの重要性と,その実現に向けた土地利用計画手法を考察したい。

滞在型市民農園(クラインガルテンとも呼ばれる。以下,KG)とは,宿泊可能な小屋(ラウベ)が個別に附設された市民農園である。本報では,KGに東日本大震災がもたらした影響と,それに対してKGの管理運営主体がとった対応について記録し,そこから見えてきた課題や今後の災害への備えについて,今日のKGを取り巻く状況をも一部踏まえながら整理する。対象としたのは,震源地や東京電力福島第一原子力発電所に近い,宮城県丸森町の不動尊クラインガルテンと筆甫クラインガルテン(以下,それぞれ不動尊KG,筆甫KG)である。その結果,震災発生直後,管理人たちは独自の判断により確認作業や奉仕活動を行ったこと,震災の影響でKG利用をやめた人がいる一方で,被災者や復旧工事関係者といった震災由来の新規利用者がいること,などが明らかとなった。さらに,来るべき災害に対し,利用者の安全確保に関する責任の所在の明確化や,KGの特性を活かした災害時のセーフティ・ネットとしての可能性の検討と,それを発揮するための仕組みづくりについて言及した。

In this paper, I introduced the revival pattern which municipalities are planning which was reported by Ministry of Land, Infrastructure, Transport and Tourism. <br>Next, I arranged the means of housing relocation and reconstruction that can be use with recovery projects. <br>Then I showed various issues which should be studied in relocation of the residence by group move and the plan process of reconstruction. Moreover it not only summarizes a resident's view, but it is a specialist's important role to tell a resident feasibility.

集落全体の整備と新規住宅地の整備を一体的に行う農村活性化住環境整備事業が実施された地区についての分析を基にすると、集落整備計画の方法の視点からは、事業の目的と対象集落の集落整備計画のあり方との整合性、新規住宅地の整備に対応する集落の生活環境の再編整備、新規住民の参入を契機とした新たな集落生活システムの構築、集落の漸進的な成長に対応する計画システムの採用が課題となることが明らかとなった。
