THE KAWLOON WAL WELLED CITY, A HONG KONG'S ONCE MOST NOTORIOUS SLUM NOW WAITING FOR DEMOLITION, USED TO BE CHARACTERIZED BY HIGH DENSITY LIVING (18,000 PERSONS PER HECTARE), HIGH RISE STRUCTURES (14 FLOORS WITHOUT ELEVATORS) AND INTRICATE INTERLOCKS OF BUILDING SPACES AND OF INNER CORRIDORS. THE AUTHORS, BASED UPON THEIR INVESTIGATION, CLARIFY THE SPATIAL STRUCTURE OF THE SLUM AND HOW IT WAS CREATED UNDER THE LACK OF LAND USE CONTROLS. THROUGH THIS UNIQUE “EXPERIMENTAL” SITUATION OF “NO CONTROL,” THEY RECONSIDER SOME BASIC PRINCIPLES UNDERLYING CONTROL TECHNIQUES OF OUR MODERN PLANNING SYSTEM.
