こんにち、国際社会において薬物政策に変化が見られるようになっている。薬物政策はどのような方向へ向かおうとしているのか。また、日本における薬物政策にも変化の兆しを見つけることはできるのだろうか。本稿を通じて、国際社会における近年の薬物政策を概観し、これまでの刑事司法の考えに基づく不寛容主義や厳罰主義を乗り越え、人権や健康権の視点から治療や支援を行なうモデルへと転換がはかられようとしていることが見えてきた。一方、日本の薬物政策では、従来の徹底した取り締まりを貫き、国際社会で注目されているハームリダクションの視点を導入する考えはいまのところ見られない。しかし、医療や社会復帰を支援するプログラムなどが少しずつ取り入れられはじめ、新しい視点から薬物問題の解決を図ろうとする動きは生じている。Today, the international community is seeing changes in drug policy. In what direction is drug policy going? Can we also find signs of change in drug policy in Japan? Through this article, the author was able to gain the following viewpoints. First, some countries in the international community aim to overcome intolerance and strict punishment based on the idea of criminal justice and to provide treatment and support in terms of human and health rights. Secondly, in Japan's drug policy, there is currently no idea of sticking to the conventional thorough crackdown and introducing the perspective of harm reduction, which is drawing attention in the international community. However, programs that support medical care and rehabilitation have begun to be introduced little by little, and there is a movement to solve drug problems from a new perspective.特集:薬物問題の取り組み~ゆれる薬物政策 / Special Feature

「#Me Too」運動を機に、各国において多くの人たちがセクハラ被害について声を挙げるようになった。「#Me Too」運動は、中国でどのようなかたち表れたのだろうか。本稿の第1 のねらいは、中国社会のハラスメント問題、なかでもセクハラに注目し、これまでに中国社会がセクハラ問題に対して、どのような姿勢で対応してきたのかについて明らかにすることにある。本稿における第2 のねらいは、世界を席巻した「#Me Too」運動が、中国社会にどのようなかたちで表れ、いかなる影響を与えたのかについて検証することである。結果として、中国では公共の場を含む、あらゆる場においてセクハラ問題が生じていることが分かった。その一方、中国では積極的にセクハラ研究に取り組み、海外におけるセクハラ問題への対応事例や社会における性差別を解消するための手立てなどに関心を寄せ、検証を重ねている。セクハラに関する国内の法整備の面では、関係する法「女性権益保障法」を改正するなどして取り組んではいるものの、まだ多くの課題を抱えていることが見えてきた。中国における「#Me Too」運動は、ソーシャルメディアを通じた大学キャンパスでのセクハラ被害を告発する、というかたちで表れた。このソーシャルメディアを通じたセクハラ被害の告発は、結果として中国の教育界が抱える深刻な課題を表面化させるに至った。いまや中国では、大学キャンパスや公共の場でのセクハラ問題は、社会的課題として人々の関心を集めている。これから中国は、この社会的課題を解決するために、有効な防止策を講じていくことが求められている。People calling about victims of sexual harassment in each country one after another with the" #MeToo" movement. How did" #Me Too" movement appear in China?The primary objective of this paper is to clarify what kind of response the Chinese society has taken against sexual harassment. The second objective of this paper is to examine how the' #Me Too'movement sweeping the world appeared in Chinese society and what kind of influence it had.As a result, in China, in any place, including the public, it has been found that the harassment problem has occurred. On the other hand, China has actively worked on sexual harassment research, revealed that the law has been revised little by little. The" #Me Too" movement that swept the world led to accusations of sexual harassment on campus through social media in China, and as a result, serious problems of Chinese education world was surfaced.Now sexual harassment at university campuses and public places in China is a major social issue.From now on, China is required to take effective preventive measures in order to solve this social issue.特集
