In practice and theory, French mercantilism had its own uniqueness which was different from one in any other European country. It has been altering with various prime ministers in France and their policies. Especially, Richelieu and Colbert mared French mercantilism.

"Mercantilism" is often discussed generally and broadly without being restricted to a particular era or area. This paper, however, focuses on two specific aspects of mercantilism: the aspects of policy and theory. Through this focus will be seen how mercantilism has changed in various countries (especially in France and England) and according to policy and era.
