平成 25 (2013) 年 5 月 24 日,「社会保障・税に関わる番号制度」 (以下 「番号制度」 という.) を導入・実施するための法律である 「行政手続における特定の個人を識別するための番号の利用等に関する法律」 (平成25年法律第27号.以下 「番号法」 という.) が成立し,同月 31 日公布された.番号制度の導入にあたって検討されてきたデータ保護の施策は,機密性や合目的性に関するものがほとんどであり,正確性についての議論は非常に少ない.情報システムにおいて,取り扱うデータが正確であることは非常に重要であり,それぞれの事業者は様々な取組みによりデータの正確性を確保すべく努力してきた.しかし,事業者の努力だけでは番号制度という情報連鎖全体としての正確性は確保できない.本稿では,データ保護の施策に正確性の観点を加えることの意義を確認し,複数の組織が連携する番号制度において,連携データの正確性をいかにして確保すべきか,情報品質に関する研究を足がかりに考察する.May 24, 2013, the "Law on the use of the number to identify a specific individual in administrative procedures," the law for introducing and implementing "the Social Security and Tax Number system" is established, it was issued May 31. As for the measure of the data security that has been considered in the introduction of the Number system, things about "Confidentiality" and "Suitability" are often found, and discussion of "Accuracy" is very low. In information system, it is very important that data to handle are correct. Therefore each company worked hard to ensure the accuracy of data by various actions. However, I cannot ensure the accuracy as the whole information chain called the Number System only by the effort of each company. In this report, I confirm the significance of giving a point of view of "the accuracy" to a measure of the data security, and I consider a study on information quality in a clue how I should ensure the accuracy of data in the Number System that plural organizations cooperate.
