日豪EPAが2014年4月に大筋合意に至り,豪州産牛肉については,セーフガードを設定した上で,冷凍牛肉の関税率は19.5%,冷蔵牛肉の関税率は23.5%まで,それぞれ段階的に引き下げられることが決定した。また,現在,わが国が参加している環太平洋経済連携協定(TPP)交渉では,日米の協議において,牛肉の関税水準およびセーフガードが争点の1つとなっている。以上のようにわが国では現在,関税削減などによる国産牛肉生産への影響が懸念されているところである。そこで,本稿では,わが国における牛肉の貿易自由化に関する計量経済研究のサーベイを行い,牛肉の貿易自由化の影響を計量経済学的に分析する際の課題を明らかにする。

The purpose of this paper is to econometrically clarify the current demand for beef in Japan by classifying beef into four classes and to suggest implications for the impact of beef tariff reduction. In the analysis, an appropriate model is selected and the existence or non-existence of habit formation and its type are clarified. The main analysis results are as follows. First, rational habit formation exists in the demand for beef. Second, each class is a substitute for classes adjacent in quality and seldom a substitute for other classes. Third, if tariff is reduced, import quantity will increase in the short run. By contrast, domestic beef production will be affected in the long run and the sharpest decrease will be seen in daily beef production.
