This article aims to review and verify some causal hypotheses on "Ijime" behavior. In the mid 1980's many articles presented the results of surveys analysis, and the interpretation on "Ijime" behavior. We have as yet no conclusive evidence on the cause of the occurrence of "Ijime" behavior. First, I review the preceding studies, classify the hypotheses and extract five hypotheses - 1 : Personality of the assailant and the sufferer causes occurrences, 2 : Vulnerability of the sufferer gives occasion to occurrences, 3 : Unsuitability of the assailant to school life causes occurrences, 4 : Lack of the moral norm of the assailant accelerates occurrences, 5 : Lack of the moral norm of the witness accelerates occurrence. Secondly, I verify these hypotheses using the data from the questionnaire survey administered to the panel samples for three years. The results of verification are as follows ; 1 : Personality hypothesis is rejected. 2 : Vulnerability hypothesis is accepted. 3 : Unsuitability hypothesis is accepted. 4 : Moral lacking hypothesis in the assailant is partly accepted. 5 : Moral lacking hypothesis in the witness isn't rejected or accepted. These results imply that the assailant in unsuitability does "Ijime" behavior to the person characterized by vulnerability, the psychological cnaracteristics of the assailant are a reflection of their unsuitability and not their personality, the psychological characteristics of sufferers stem from their vulnerability and not their personality, and moral lacking of the assailant sometimes accelerates their behavior.
