住民主体の地域再生を促すためのしくみとして、地域生活プロセス評価手法を構想した。これは、地域活性化を目指す活動が開始された場合、その活動によって、地域がどう変化していくのかを住民自身で把握することができ、その結果、当該活動の良し悪しを住民自身が判断し、場合によっては、活動そのものを軌道修正していくためのしくみである。著者らは、2004年の中越地震で被災した地区の1 つである新潟県長岡市川口木沢地区の協力を得て、2010年から本手法の試行を開始した。そこで、本論では、住民主体の地域再生の必要性とは何かを論じ、地域生活プロセス評価手法の概要と新潟県長岡市川口木沢地区における同手法の導入について、2010年に実施したプロセス評価のベースライン調査を基にして、概説する。 A community life process evaluation method was designed as a mechanism to promote local revitalization. This could help local residents to understand how their own community changes once an activity that aims at the local revitalization is introduced. Moreover, the performance of the activity could be evaluated and, if necessarily, the activity could be revised based on the evaluation. Authors have started a trial of this method in Kizawa, Kawaguchi, Nagaoka, Niigata Prefecture, hard-hit by the Chuetsu earthquake in 2004. This paper aims at explaining the needs of the people-led community development, providing an outline of the community life process evaluation method, and its baseline investigation survey conducted in 2010 in the Kizawa area.
