科学技術・学術政策研究所では、第4期科学技術基本計画期間中の我が国の科学技術やイノベーションの状況を把握するために、産学官の有識者を対象とした意識調査(NISTEP定点調査)を実施している。これまでのNISTEP定点調査から、若手研究者の不安定な雇用、研究時間の減少、基礎研究における多様性の低下といった、我が国の研究者を取り巻く厳しい状況が明らかになっている。このような状況を打破するために、研究者が活躍できる環境をどのように作り出していくかを議論することを目的とし定点調査ワークショップ(2014年3月)を開催した。 本ワークショップでは、「若手研究者が独立して研究を行うための取組」と「研究時間の確保に向けた取組」の2つを中心的なトピックとした。また、ワークショップの参加者に、大学における「研究者が活躍できる環境構築のための取組事例」について紹介してもらうことで、取組事例を参加者の間で共有する場とした。本ワークショップ報告では、議論のようすを報告する。NISTEP expert survey on Japanese S&T and innovations system (NISTEP TEITEN survey) aims to track the status of S&T and innovation system in Japan through the survey to Japanese experts and researchers in universities, public research institutions, and private firms. The survey revealed the experts' increasing concern to the unstable employment status of young scholars; decreasing trends of time for research; and decreasing trends of diversity in basic research. The workshop on the TEITEN survey was held in order to discuss what kind of measures should be taken to set up an environment that would increase researchers’ activities. Two topics, 1) support system for promoting independency of young scholars in research and 2) support system for securing time for research, are discussed. The on-going activities in universities to support activities of researchers were presented by participants of the workshop. This report records presentations and discussions in the workshop.
