We daily use the public transportation system such as trains, buses or streetcars, to go to the office, school, shopping, etc. In the inside of these cars, the passengers are required tacitly to feign inattention to one another. For they just happen to be there, for a short time, as strangers. From the viewpoint of communication in the public sphere in the city, this rule is very important to keep our relations smooth, but it is not strictly formulated. Recently we are often annoyed in the cars by behaviors and disturbances such as talking over a mobile phone, noise leaking out of a mobile stereo, people sitting directly on the floor, people putting makeup on, etc., feeling that this is a violation of the tacit rule in the public sphere. But people who behave so assert that they obey the rule of inattention and cannot understand why they are blamed. There must be a misunderstanding. By analyzing some typical examples of the nuisances, the true meaning of this rule will be shown. This paper will clarify, what this tacit rule is -historically and sociologically-, why the above-mentioned behaviors are against the rule, and particularly what kind of effect the new mobile medium has on human relations in public.
