1994年のIFIPコングレスにおけるパルナス教授の講演「ソフトウェアエンジニアの職業的責任」によれば、「顧客や雇用者に対する忠誠心や服従などに優先する職業的義務を受け入れることのできる人間だけが、真のプロフェッショナル・エンジニアの名に値する」ということになる。しかし、いくら終身雇用制度が崩壊しつつある時代とはいえ、企業あるいは政府・自治体から貰う給料で生活している従業員・職員にとって、上司乃至所属機関の指示・命令に逆らって職業的義務を守ることは容易ではない。そのためにも、エンジニア資格制度の導入と工学系の学会のプロフェッショナル・ソサイアティへの変身が急務である。According to Parnas, a professional engineer should accept a professional obligations go beyond loyalty or obeidience to an employer or customer. However, this is a very hard and difficult challenge to ordinary engineers who earn their living as employees of some organizations, and this is especially so in Japan. To overcome these difficulties, intoroduction of a system of licenced engineers and change of so called every Gakkai (academic society) into a learned professional society might be necessary.
