この論文では,ネットワーク上においてアマチュア制作者による非営利のMIDIデータ配信に関する問題を取り扱う.MIDI配信が,デファクトスタンダードな音源の登場とパソコン通信を仲立ちとして,一時期活発にやり取りされた歴史を紹介する.GM2規格の登場,著作権等管理事業法の施行が,MIDI配信という新たな音楽文化の発展を阻害する可能性があることを指摘する.具体的には以下の3点についてまとめた.(1) NIFTYとJASRACが行ったMIDI配信実験の経緯を述べる.(2) JASRACの課金システムの問題点を調査する.(3) GM2規格がメーカやユーザのニーズを本当に満たしているのかを考察する.This paper describes the problems of the MIDI transmission of the non-moneymaking by the amateur. The history when MIDI transmission was done actively by the appearance of the de facto standard sound module and the personal computer communications is introduced. It is pointed out that it has the possibility that the appearance of GM2 and the enforcement of the copyright law obstruct the development of the new MIDI transmission culture. It was collected about three points of the following concretely. (1)The MIDI transmission experiment by NIFTY and JASRAC are expressed. (2)The billing system of JASRAC is verified. (3)It is mentioned whether GM2 really satisfies enterprises and user's needs.
