本稿は前稿「ヴァイマル共和制期におけるナチ党の労働者政策」〔I〕(本紀要第25巻,昭和51年度,第2号)の続篇である。本稿では,ドイツ労働者階級の体制内編入の法的基盤であったヴァイマール憲法が,いかに具体的に社会政策を実施してゆくために法制化されたかをまず検討する。つぎにそれらの諸法令が,共和制崩壊期にその実質的効力を削減・喪失してゆく過程を考察し,その効力喪失過程において,共和制利益分配機構から排除されてゆく労働者階級が,ナチ党,就中ナチス左派の働きかけによって,いかにナチスに掌握されたか否かを,1930年国会選挙までの歴史過程に限定して論考することにする。I have already published the study of "the Labour Policy of Nazi-Party in Weimar Republic (I)" in 1976. This paper is the second continued study of it. In the history of Nazi-movement in the era of Weimar Republic, the Reichstag election in 1930 was very important. Because Nazi-Party could pave the way to the political power since the success of this election. In this paper I discuss the social and political background of this success and the birth of NSBO.
