This paper is to clarify the measures against homeless in Japan. Central government and local governments took measures to support homeless in 2002. There are important actors which are engaging with supporting homeless, such as the Ministry of Welfare, Tokyo Metropolitan Government, Sumida Ward Office and voluntary organizations. Since "the homeless' independent support law" was enacted, homeless policy is changing because of uncertain situations. While the homeless policy which was taken by the metropolitan government and the Sumida Ward Office, were rewarded with good results (a big decrease of homeless population), the result fell short of our expectations in terms of substantial improvement of living conditions of homeless.
