日本の稼動可能な原発50基は全国13道県に立地しており、そこでは県紙とブロック紙計17紙が発行されている。これら原発立地県の地方紙は、東日本大震災によって東京電力福島第一原子力発電所で起きた事故や、地元の原発についてどのように報道してきたか、3.11後の1年余にわたる社説を分析した。その結果、(1)脱原発の明確な主張を掲げる新聞は少数派であり、半面、原発維持の積極的主張を掲げる新聞はない、(2)各紙が一致して最も強調しているのは地元の原発の徹底的な安全確保であり、事故後、政府が打ち出した安全対策に厳しい批判の眼を向けている、(3)地元に原発が存在することへの強い不安とともに、原発が地元自治体にもたらしてきた各種交付金や雇用なしに地域住民の生活が成り立つのか不安を表明している-ことが分かった。これは原発が「よそごと」「他人ごと」でなく、足元に原発が存在することによっていやおうなく「当事者」の立場に立たされる地方紙の特性の表れであり、それが原発是非論への新たなアプローチの視点を提供する可能性を指摘した。Japan has 50 nuclear power plants workable in 13 prefectures, where 17 regionalnewspapers publish. The purpose of this essay is learning how the unique experience oflocal residents living in proximity to nuclear power plants is reflected in the viewpointsof these regional newspapers. By analyzing editorials which refer to Fukushima nuclearaccident and their local nuclear power plants, published after 3.11 for more than oneyear, those points as follows come to appear. (1)The number of newspaper that advocatesreducing reliance on nuclear power is a few. On the other hand, opinions that promotenuclear power, are hard to be found out in those newspapers. (2)All of those newspapersput maximum stress on the necessity to keep safety of their local nuclear power plants,and are very critical to the governmental measures taken after 3.11 to ensure safety. (3)Those papers express strong anxiety to the existence of nuclear power plants, and at thesame time are skeptical of the possibility for residents to earn a livelihood without plants,they depend on economically.
