2001年6月8日に,大阪教育大学附属池田小学校で未曾有の殺害事件が起こり,8人の幼い命が奪われた。この事件を境に学校が安全であるとの神話が崩れた。同時に,普段の児童生徒が学校管理下のみならず,日常生活で如何に危険に晒されているかが各方面で取り上げられ,特に不審者対策が叫ばれ,児童生徒の安全に取り組まれてきている [1]。しかしながら,学校関係者・警察関係者等以外が今児童生徒が如何なる状況・危険の下で通学・生活をしているのかは必ずしも知られていない。そこで,大阪市教育委員会及び奈良県教育委員会が2006年の1年間に配信した不審者情報をもとに,児童生徒がどのような場所でどのような内容の危険に晒されているかを報告・分析し,更に大都市(大阪市)と地方(奈良県)での不審者情況の違いを比較・検討・分析することにより,児童生徒の安全対策の一助になることをこの論文の目的とする。On June 8, 2001, eight children were killed in Ikeda elementary school attached to Osaka Kyoiku University. This unprecedented homicide has collapsed a belief that schools were safe. A variety of sources have reported how students are jeopardized in everyday life not only under schools' observation, and roused measures to dubious characters for childrenユs security. In this paper, for the purpose of the safety measures for the children safety, the situations to which children are exposed are analyzed in detail based on the official information. Actually, it is not always known for people other than those in police or schools what kind of situations children live under, or what kind of dangers children could be exposed to. The dubious character information delivered by the Osaka City Board of Education or Nara Prefecture Board of Education in 2006 is reported and analyzed in detail such as where, when and what dangers children are exposed to.
