財政的に疲弊した米沢藩を上杉鷹山が立て直した史実については、今日広く知られるところとなった。特に経済人や行政関係のトップに評価され、今日の日本の行財政改革において、「鷹山に学べ」の声もあがっている。こうした評価の陰で、一般には十分認知されないが、鷹山の改革内容の一つに「福祉政策」の側面がある。この側面には、今ふうに換言すれば、人権尊重、弱者救済、住民参加等を基調とする「福祉政策」的発想がある。この発想こそが財政改革を成功させた要因である。The reform of the Yonezawa clan by Uesugi Yozan is widely known in Japan. He is especially highly-appraised for his approach for the reform by the economic world today. Then, if we take a closer look at it, we can notice that his reform includes an aspect of welfare policy as well. So we can set up the following keywords in the reform by Uesugi : Protection of human rights, Standing by the weak, and Citizen's participation in policy making.
