研究ノート(Note)震災は,沿岸部の経済や自治体に深刻な影響を与え,地域社会や地方行政府を消滅させた.各地のガバナンスは震災の発現形態にどのような影響を与えたのか.現地の復興にとって,望ましいガバナンスとはどういうものか.中央からの巨額の財政支援とともに,特に,ボランティアやNGO,NPOがガバナンスの革新に与えた影響を,現地調査に基づき考察した.The Great East Japan Earthquake almost destroyed the coastal communities and their local governments in the region. The resulting fiscal support provided by the central government is huge. Based on my field survey, I consider how the forms of governance affected the costs of the earthquake, what governance could be best for the recovery of local communities, and how the volunteers, NGOs, and NPOs might contribute to the innovation of governance.
