過去3度のOECD による「生徒の学習到達度調査」(PISA)で,日本の順位は低下し続けている。このため,従来から論じられてきた学力低下問題はもとより,「学力」そのものを問いなおす気運が生まれている。もっとも,「学力」ということばは漠然としたもので,人によりその解釈がさまざまである。果たして,PISA で問われている「学力」とは,どのようなものだろうか。本小論は,これからの社会で求められる「学力」について,特にPISA の結果をふまえ,国際比較で上位国であるフィンランドの教育思想に関連させながら考察する。そして,そこから導き出された理念を音楽科教育において適用するとともに,その姿を生涯学習の視点からとらえ直し,望ましい音楽科教育のあり方を考えようとするものである。Japan has moved down the ranking list of the Programme for International Student Assessment (PISA)conducted by OECD the last three times the assessment has been administered. For that reason, a tendencyto question "academic ability" itself has arisen, as well as problems of declining academic ability, which hasbeen argued. However, because the term "academic ability" itself is ambiguous, its interpretation differsamong observers. What is "academic ability" has become an issue for the PISA.This paper presents examination of "academic ability" required for applicability to future society, based onPISA results in particular, relating to educational thought in Finland, which has attained a high ranking incrossnational comparisons. Subsequently, we intend to apply the ideas derived from that investigation.Additionally, we examine ideal music education through reconsideration of it from the perspective of lifelonglearning.
