尖閣諸島に関する日本政府の「基本見解」は,「尖閣諸島をめぐり解決すべき領有権の問題はそもそも存在していません」である。これを見れば,明治政府が1895年に尖閣諸島を編入する閣議決定を行って以来,一貫して政府がそのように主張していたものと考えがちである。しかし,筆者は国会会議録や関連する公文書を精査し,「尖閣諸島の領有権をめぐって解決すべき問題はそもそも存在しない」と最初に政府が明言したのは1985年4月であることを修士論文で明らかにした。従来の先行研究では,日本政府による領有権問題の否定は1990年代からとするものはあるが,1985年4月の安倍晋太郎外相の国会答弁が起源だと解明したものは,管見の限り見当たらない。しかも,その安倍外相の答弁には,尖閣「問題」を解決するためのヒントとなりえる現実的な視点も含まれている。2013年12月26日,安倍晋三首相は,2006年から2007年の第一次内閣時には自制していた靖国神社参拝を実行し,中国側は強く反発した。他方,首相の父親である安倍晋太郎は,1985年4月に外相として,石油共同開発についても念頭においた上で,大陸棚の開発については「今後中国側とも相談をしていく必要がある」と答えていた。自衛隊機への中国軍機による異常接近など,その後も継続する緊張状況もふまえ,尖閣諸島「問題」に対する政策的解決策を提言したい。"The Basic View on the Sovereignty over the Senkaku Islands" : quoted from the official website of MOFA (Ministry of Foreign Affairs of Japan) is "There is no doubt that the Senkaku Islands are clearly an inherent part of the territory of Japan, in light of historical facts and based upon international law.
