The aim of this study is to examine the creative process of Hoiku Shoka from the perspective of the Reijin, members of the Gagaku Department of the Court Ministry, who were engaged in its composition. The study was conducted by analyzing autographed manuscripts written by Fuyu Toyoda, a teacher at the Tokyo Women's Normal School Kindergarten who worked as a translator and lyric writer during the early Hoiku Shoka period. Originally, Hoiku Shoka began as a collection of educational songs for kindergarten instruction. It then started being used for various purposes, such as for Tokyo Women's Normal School students or unspecified audiences at concerts. The study reveals that the music composition quality underwent changes under the circumstances.
