This study clarified the difference of Shikukaisei (Japanese Word for Urban Improvement before City Planning Act) at Keijo (Seoul; at present) and Taihoku (Taipei; at present) from the viewpoint of planning system and technique. Keijo Urban Improvement aimed Street Improvement, without considering architectural planning and design. On the other hand, Taihoku Urban Improvement was not only Street Improvement, but also Building Regulation and Land Preparation. The author concluded that Keijo Urban Improvement was the Road Construction developed on urban district, but Taihoku Urban Impruvement was the method for improvement of sanitary conditions in the city.
