若者の低投票率対策として,不在者投票のPRがさかんに行われている。ところが,全国72 の自治体では,実家に住民票を置く下宿学生からの不在者投票申請を拒否しているという。地元の市町村長・議員選挙ならばともかく,国政選挙に際して自治体間で対応が異なるのはなぜか。加えて,同じ自治体内でも,国会議員や単身赴任者と下宿学生との間で扱いが違うのはなぜか。下宿学生である筆者は,住民基本台帳法および公職選挙法,施行令,逐次解説,そして各種判例などの検索・照合にとどまらず,自ら当該72 自治体へのアンケート調査を実施する。さらに,総務省へのヒアリング取材も試み,不条理の実態を探索し,その背景を検証する。最後に,試案の提示も行う。Absentee voting is actively promoted in an effort to improve low voter turnout among young people. However, seventy-two municipalities rejected absentee ballot applications from students who live on or near campus but whose family home is registered as their legal residence. Why do municipalities handle local mayoral and municipal council elections differently from national elections? Additionally, why is it that, even within the same municipality, National Diet members and business people living away from their families are treated differently from students living away from home?The author, a student living away from home, examined the Basic Resident Registration Act, the Public Offices Election Act, enforcement orders, legal commentary, and a wide variety of judicial precedents. In addition, the author conducted a questionnaire survey of the abovementioned seventy-two municipalities. The author will also attempt to conduct an interview at the Ministry of Internal Affairs and Communications, examine illogical cases, and identify the background issues. Finally, a tentative plan will be submitted.
