In the congested strait, Traffic route is set up by the Marine Safety Law and other regulations. As for the vessel traffic way, rectification is done by this law. But, the navigation route is restricted. In this area, very large bridge was built. And various arguments had been done about the influence of the pier in the strait by now. As a result, it was arranged outside of Traffic route. And not obstructing the navigation of the vessel is being considered with the pier. On the other hand, bridge construction is planned in the future program for land development by a strait such as Tomogashima channel, Bungo channel, too. In those area is no regulation by the route. Therefore, the existence of the pier becomes an obstacle in navigation because a very large bridge is built in the channel which a vessel navigated freely now. In this research, questionnaire investigation was done for pilots and captain. And research of the behavior consciousness about the route select by the navigation officer in the strait which a pier exists in. It is tried to modeling that how routing by officer though the analysis of the questionnaire

When the configuration of anchorages in harbour is designed, the shiphandling difficulty which is imposed on a ship navigating between the anchored ships should be considered. However, no research work has been done about the method to fix quantitatively the design elements of the configuration of anchorages under the condition that the shiphandling difficulty comes to an allowable level. The relationship betweeen the configuration of anchorages and the shiphandling difficulty was analyzed by applying the Environmental Stress Model as introduced in the previous paper. In the present paper, an algorithm to design the configuration of anchorages in harbour under the condition that the shiphandling difficulty comes to an allowable level was investigated. And a computer aided supporting system to design the configuration of anchorages was developed taking into consideration the userfriendly interface through graphical information on CRT display. It is avairable by using this system to select an alternative of the configuration of anchorages that the condition of the sizes of anchored ships and the shape and area of anchorage can be taken into consideration.

A systematic analysing procedure is needed to assess the marine traffic safety in the congested and the confined water area. Three fundamental steps should be taken into account in this procedure ; (1) the evaluation of the burden due to environmental conditions, (2) the evaluation of the load due to ship manoeuvering and (3) the evaluation of the hidden risk in the ship handling process. In the present paper as the first report of this research work, a quantitative assessment model is proposed to evaluate the stress level which is burdened to mariners under the conditions of the traffic congestion and the geographical restriction. This model makes special features of (1) the capability to aggregate the geographical environment stress and the traffic environment stress by employing the same algorithm and (2) the conquest of the lack of judgement criteria whether it is acceptable or not. This will become one of advantageous models as the assessment method of the marine traffic safety.

When the training of shiphandling techniques is provided, we always have the problems that the objective of the training is ambiguous and that the effect of the training is not clear. To imporve the above problems, authors make a proposal of a new concept that the shiphandling techniques consist of elemental techniques and verify the concept by experiments. As a result, the reasonability of the proposed concept is confirmed. Consequently, the proposed concept is found to be contribution to the efficiency and the evaluation of effectiveness of the future training.

In order to find more safety and more suitable mooring system of a moored ship to a quay by means of mooring lines and fenders in a harbour under the heavy weather such as typhoon, authors carried out a series of experiment by using of 1/50 scale models in the water-tank equipment and recorded time histories on the tension load of mooring lines, the impact force against fenders and the ship's motion with six degrees of freedom, in oblique, head and beam seas to the quay wall. We considered the case of GT 5, 000t cargo ship (Lpp=115m) moored to the quay by eight ideal mooring arrangements at 14m in the depth of water rising up to the top of quay wall. The wave condition acting on the ship were extensively changed with regard to the wave length, wave height and attack angle of wave to the quay. In addition to these experiments, we carried out another series of the model experiment for a dolphin-ship mooring in order to realize the validity of the theorical computation by the linearized numerical model of a mooring system which was developed by Japan Ship Research Association.

Authors carried out the model experiment for two buoys-mooring system, in the case of GT 5,000t cargo ship, in order to find the critical wave conditions which exist for safe buoy mooring in the harbour under the heavy weather. The wave condition acting on the ship were extensively changed regard to the wave length, wave height and the attack angle of wave to the fore and after buoys center line. As main results for the model experiment in regular wave, it is emphasised that the most important factors affecting the tension of buoy's mooring lines are the drifting force due to the wave than the amplitudes of the periodic ship's motions with six degrees of freedom, and that the critical height of waves for safe buoys mooring may be given 0.8m in the full draft condition and 1.0m in the half draft condition in beam seas to the ship. In addition to these experiment, the simulation for the ship's motion and mooring force were carried out by the linearized numerical model of the multiple buoys mooring system which was developed by the Japan Ship Rerearch Association.
