The Ehime and Oita prefectures are connected by three ferry routes: Yawatahama-Beppu, Misaki-Saganoseki, and Yawatahama-Usuki. The Shikoku and Kyushu islands are linked by these routes. Each route is important in various aspects such as freight and passenger transportation. Passengers especially use these routes to ply between the Shikoku and Kyusyu islands for tourism as well as business. This study aims to investigate the travel behavior of passengers, which promotes the use of these routes.As a result of the questionnaire survey, 1,649 effective responses were obtained including 471 from the Yawatahama-Beppu route, 610 from the Misaki-Saganoseki route, and 568 from the Yawatahama-Usuki route .The results are as follows:(1)Attributes of the passengers and the actual conditions of the use of routes were aligned with each other.(2)The passengers' purposes varied with each route; for example, the Yawatahama-Beppu route was especially used for sight-seeing.(3)Based on the place of departure and the destination of passengers, the total migration between the Ehime and Oita prefectures accounted for 32.3%.

The accident between Atago and Seitokumaru has been reproduced using a ship handling simulator and 13 captains of patrol crafts of Japan Coast Guard have observed the target vessel Atago from the view point of Seitokumaru and they have answered a questionnaire on the target vessel in length, the crossing angle between Atago's course and Seitokumaru's course and on a method of a collision avoidance with Atago. Where, the overall length of Atago is 165 meters and the horizontal distance between her two masthead lights is about 10 meters. In order to investigate effects of the arrangement of the masthead lights, the target vessel is replaced by an ordinary cargo vessel which is almost same size of Atago and the same simulation has been conducted. In case of Atago, 10 captains have estimated her length to be at least 50m shorter than the real value and 10 captains have estimated the crossing angle to be at least 35 degrees larger than the real value and 8 captains have selected to pass Atago's bow.In case of the cargo vessel, 3 captains have estimated her length to be at least 50m shorter than the real value and 2 captains have estimated the crossing angle to be at least 35 degrees larger than the real value and 11 captains have selected to pass the stern of the cargo vessel.

In restricted visibility, information concerning another vessels will be scanty. So, it is more difficult to expect effective action to avoid collision than in sight of one another. Although 1972 Regulation rules conduct of vessels in restricted visibility, it is always depending upon a correct judgement of navigation officers by radar and sound signal information. In this paper, author considered characteristics of information and conduct of vessels in restricted visibility, and investigated actual cases of ship's collision. Finding are as follows. (1) Number of cases of ship's collision is not decreased. (2) Radar look-out is not appropriate. (3) Vessels do not proceed at a safe speed. (4) Action taken to avoid collision is not sufficiently put into practice according to regulation. (5) Proper use is not made in radar observation.

External forces of marine weather, such as waves, currents and wind flows, affect the course and speed of a ship under way. As a result, marine accidents, such as collisions or grounding, may occur, particularly in inshore areas. On coasts where earthquakes and tsunamis occur frequently, such as the Japanese coast, a tsunami that advances into a bay from the open sea is influenced by the submarine topography. It grows into a huge wave that could cause tremendous damage to ships under way and at anchorage. A massive earthquake occurred in the Tohoku and Kanto regions of Japan on 11 March 2011. In response, a tsunami alert, a tsunami warning and an advisory were issued for the entire Pacific coast region. This research investigates the evacuation behaviour of ships by AIS data in Tokyo bay and Osaka bay after the tsunami warning was issued. The unusual behaviour observed was attributed to the emergency evacuation of ships. In addition, the propagation direction of the tsunami was clarified by analysing the drift situation of each ship.

Certain types of automation technology for navigation supporting is widely accepted in maritime industries. Furthermore, interest in autonomous ship operation has been growing from the view point of safety requirement. Tokyo University of Marine Science And Technology (TUMSAT) has developed a semi-autonomous ship which is operated remotely using long range Wi-Fi and can autonomously operate under conditions of wireless link disconnect. Throughout the development and operation planning process, discussions have been held between TUMSAT and government authorities relating to the establishment of laws and regulations to govern the operation of remotely controlled and autonomous marine vessels. In this paper, case studies and legal issues to be solved by collaboration of legal and engineering are presented.

Future transition from traditional air traffic control to trajectory-based air traffic management is now discussed. Accurate trajectory prediction is indispensable for trajectory-based management. We developed a regression model to predict the flight time of flights bound for Tokyo international airport departing from Fukuoka airport. Aircraft are vectored to make an efficient arrival sequence to the airport in Kanto South sector. The flight time predicted by our model is the time required from the entrance of Kanto South sector to the airport. It is influenced by the decision made by controllers on the order of arrival sequence to the airport. The main repressors of our model are the modified positions of the other aircraft bound for the same runway, which are called traffic density data. The width of ninety five percent interval of prediction errors is more than three minutes narrower than that of ninety five percent interval of the original data. This shows the effectiveness of the inclusion of traffic density data as repressors, but our model still has a large prediction error, and further refinement is necessary.

In order to develop Under Water Speaker system (UWS) incorporating species specific audible properties, we examined cetacean sighting survey data collected by hydrofoil crew from four major hydrofoil sea lanes, in 2008 – 2011; “Northern Kyushu (including Busan-Iki-Tsushima routes)”, “Kagoshima”, “Izu-Oshima (including Atami routes)” and “Sado”. In “Northern Kyushu” cetaceans were tended to be frequent in offshore deeper than 100m. In “Kagoshima”, cetaceans including humpback whales were mainly observed in winter. In “Izu Oshima” it was remarkable that sperm whales occurred in winter to early spring with peak of January to March, and also it seemed to be currently increasing. Baird's beaked whales also occurred in winter in addition to regular occurrences in summer. In “Sado”, minke whales were mainly sighted in month from March to June. So as to increase accuracy in cetacean species identification, it is desire to conduct educational lecture and training for cetacean species identification.

Since the 1972 Collision Regulations came into force certain difficulties have been reported by mariners, and many proposals and interpretaions to the Regulations have been suggested by many countries and etc. The author considered such a trend of amendment on the Regulations in this paper. Although there are some ambiguities in the Regulations certainly, these difficulties have been arisen mainly because the luck of understanding of an idea about new Regulations. Therefore the author suggest that Regulations should be amend under serious consideration based on an idea and aim of new Regulations, and should not be amend by local circumstances or particular requirements.

In order to find a weak point for mooring, authors carried out the model experiments on the above title problem by using of 1/50 scale model of GT 5,000 ton cargo ship. The external force acting on the model ship in a water tank with generator is wind force, no wave. The wind-direction were changed at every 15 degrees from the line drawed vertically to a line between both anchors. Main experimental results are as follows; (1) A Open-moor of which the leg angle between both chain cables is about 60° is more safety because of smaller yawing motion, as that being obtained by YONEDA. However, it should be taken notice that the shock load acting on the riding cable is greater than that at a single anchor, if the wind-direction is agreed with each cable line, and also that the most possibly raises a dragging anchor in such case. (2) Using Engine-astern in order to control the yawing motion at anchor has the effect of checking gently and smaller, as that being obtained by T.S.HOKUTO-Maru. However, such engine motion at anchor under heavy weather will be brought on the dragging anchor owing to the shortage of an anchor-holding power.

The Japanese boat “Wasen” uses “Ro-Scull” as a human-powered propulsion system. These traditional boats and propulsion system are almost vanished in Japan due to decrease in material Wood, and boat-builder’s aging. “Ro-Scull” is thought to be effective propulsive method compared to other human-powered boat such as canoe and cutter boat. In this study, we evaluate propulsive efficiency of “Ro-Scull” based on active metabolic rate (MR). We measured MR and metabolic equivalents (Mets) during “Ro-Scull”, Walking, and jogging exercise by using indirect calorimeter. MR and Mets during “Ro-Scull” exercise were nearly equal to walking ones. Energy conversion efficiency of “Ro-scull” was 12.3%. These suggest that propulsion efficiency of “Ro-Scull” is efficient, and its exercise can be done for a prolonged time as well as Walking. “Ro-Scull” exercise seems to be useful way to become familiar with maritime activities and seamanship.

When a person falls overboard at sea, the ship has to return to the scene to help the person. But it is quite hard to steer a ship back to a particular spot in the water, so some manoeuvers that make this easier are proposed.The Williamson turn is one of them. It was named for John Williamson who used it in 1942. This turn is most appropriate at night or in poor visibility, because the ship gets onto a reciprocal course when you take the proposed procedure. However, hull forms and the performance of rudders have changed greatly from when this turn was first proposed. Recent ships find it difficult to effectively use the original procedure.This paper, examines how manoeuvering factors influence the ships track using the training ship and a ship handling simulator.

Nowadays, the speed of ships has increased, and high speed vessels are now being operated, such as the JETFOIL and HOUVER CRAFT which travel at the speed between 30 and 50 knots. We have taken the measurement of the eye-movement of the pilot on board the super speed vessel, JETFOIL, by using an eye-pointer. We have analized the data with the pilot's head fixed forward, and the result is as follows. (1) When the vessel is running on hull-borne in a harbor, the eyes of the pilot move broadly breadthwise. (2) When the vessel is foil-borne on the open sea, the eyes of the pilot move lengthwise in a narrow area.

It is generally recognized that the oportunities to use such conventional methods of communication as Flashing Light Signalling, signalling by Hand-flags etc. have decreased in recent years, while more modern means of radio communication have been playing the leading role on board. Turning our eyes to the actual situations in this country, we can find that application of radio telephone is so extensive that there seems no room left for use of Flashing Light Signalling which is taken up as the main subject of this paper. As is well known, the radiotelephone service, called Senpaku Denwa, established by NTT (Nippon Telegram and Telephone Public Corporation) has its service area covering practically all of the coastal Waters of Japan. Various radio communication networks, including those belonging to the VHF radiotelephone in the International Maritime Mobile Service, the Maritime Safety Agency and the fishing industry, are fulfilling their functions effectively, and their further improvements are expected. In such a situation, it will be necessary to reconsider the traditional method of Flashing Light Signalling in Japan. The aim of this paper is 1. to show the results of our analysis on the current practices of F.L.S. in Japan, 2. and to propose some countermeasures which is considered to give the best solution for the existing circumstances.

The principle of reliacy is the legal principle by which unless under special circumstances all concerned with traffic could rely on other's proper behavior on the basis of rule. When this principle is applied to the judgement for road traffic accidents, it would restrict the negligence on the part of assilant. While, also in the court of Maritime Disaster Inquiry Agency, this principle has become to be quoted frequently, being not expressed in decission. So authors analysed the marine judicial precidents delivered for these 15 years and considered the applicability of this principle to the system of marine traffic.

In the congested strait, Traffic route is set up by the Marine Safety Law and other regulations. As for the vessel traffic way, rectification is done by this law. But, the navigation route is restricted. In this area, very large bridge was built. And various arguments had been done about the influence of the pier in the strait by now. As a result, it was arranged outside of Traffic route. And not obstructing the navigation of the vessel is being considered with the pier. On the other hand, bridge construction is planned in the future program for land development by a strait such as Tomogashima channel, Bungo channel, too. In those area is no regulation by the route. Therefore, the existence of the pier becomes an obstacle in navigation because a very large bridge is built in the channel which a vessel navigated freely now. In this research, questionnaire investigation was done for pilots and captain. And research of the behavior consciousness about the route select by the navigation officer in the strait which a pier exists in. It is tried to modeling that how routing by officer though the analysis of the questionnaire

It is known that there are periodic water level fluctuations off the coast of Toyama Wan. Investigation on the periodic water level fluctuations was carried out to prevent wave disasters by wave observations and wave generating experiment. Water levels were observed at three points of Toyama New Port, Iwasehama and Iida Wan. The water level fluctuations with the periods of about 10 minutes or more were investigated using the water level data observed at the three points and wave generating experiment data.The results of this investigation are:(1)The water level fluctuations with the periods from about 10 minutes to about 1 hour are proper oscillations driven by water level fluctuations due to moving low atmospheric pressure or earthquake, in horizontal shallow water off the coast.(2)Proper oscillation with the period of about 36 minutes between the Toyama coast and the southern coast of apex of Noto peninsula, causes a beat phenomenon with the same period as the proper oscillation period to swells which invade Toyama Wan from north.(3)There is greater tsunami risk on the coast of Iida Wan as compared with the Toyama coast.

The scallop culture fishing is a major fishing in Uchiura-Bay, Hokkaido, Japan, and many small fishing boats are engaging in the fishing. As small fishing boats during fishing operation conditions generally incline from 6 to 10 degrees due to mooring to the culture facilities, it is vital for preventing the capsize to make clear roll motion during fishing operation conditions, especially for the difference of encountered angle of waves. Considering easiness of working on the fishing operation, most fishermen moor the ship to be encountered tides from her left side. We carried out tank tests and measurements by using a full-scale ship to verify the effect for the roll response during these mooring methods. Based on the roll response function and the characteristics of power spectrum generated in Uchiura-Bay, we estimated roll motion experienced in real sea and discussed the safety directions of encountered waves during the fishing operations.

In case of a collision between a large vessel and a small craft, a compass bearing of the small craft observed from the bridge of the large vessel can appreciably change when the collision place on the hull of the large vessel is at a distance from her bridge. It means that risk of collision may sometimes exist even when an appreciable bearing change is evident. In order to investigate how the seafarers understand this phenomenon, the author has referred a report of the collision between the Japan Maritime Self-Defense Force vessel Ōsumi and pleasure boat Tobiuo published by the Japan Transport Safety Board and has made a simulator scenario. The scenario gives a moving image of a small craft approaching to the bow of a large vessel with a collision course like Ōsumi and Tobiuo. Thirty three seafarers have watched the small craft from the bridge of the large vessel reproduced by a ship-handling simulator. About half of them have misjudged that the small craft will pass the bow of the large vessel because the compass bearing of the small craft appreciably change to ahead. It is verified that seafarers can sometimes misjudge risk of collision due to appreciable bearing change.
