City formed a warning cordon with the radius of 300 meters from the bomb and ordered to evacuate from the restricted area. It considered what was important was to let vulnerable people to disasters evacuate smoothly. In order to find out vulnerable people who were not reported, Government of Kobe City ordered the staffs to visit all the houses in the restricted area in advance. On the day of disabling of unexploded bomb, the support plan for vulnerable people was carried out. To complete to evacuate, the staffs visited all the houses again and checked whether no one left. The aim of this thesis is to examine the lessons learnt from the emergency procedures on the evacuation support for vulnerable people to disasters.
1 0 0 0 OA 神戸市の東灘区青木(おうぎ)不発弾処理における対応の分析
The on-site processing of the unexploded bomb discovered in Higashinada, Kobe, which had been done on March 4, 2007 consisted of various measures. Most of them are similar countermeasures for crisis or disaster management. Government of Kobe City regarded a study of the process as a telling blow to work out their disaster response manuals. It made problems clear through the on-site staffs' opinions and analyses of document materials and completed the systematic after-action report "A Report of the On-site Processing of the Unexploded Bomb Discovered in Higashinada, Kobe". The aim of this thesis is to pigeonhole the on-site process and countermeasures.
