製造から情報へと産業基盤が徐々に変化し,ハードよりソフトづくりが大切なことが指摘されるにつれ,日本各地で文化・芸術政策へのテコ入れが行われている。が,その多くは,文化を生み出すための土壌を生み出し,種を撒くことから始めるというより,土もないところに花(各種イベント,フェスティバルなど)だけ移植しようというような,性急さを伴っているように思われる。根付き成長するために必要な土がないところに移植された花を,不自然な状況で維持するには,膨大なエネルギーが外から注入されなければならない。その結果は資金の枯渇,関係者の疲弊となってあらわれるだろう。対して,私たちが指摘するのは,自力で文化の花を咲かせ,果実を実らせ,種が落ちて次世代が育ち持続可能に循環していけるような,土壌を私たちの社会につくる道である。つまり,地域の芸術を,草の根(ボトムアップ)の力で発信し,経済的,芸術的価値としても社会を循環し,助成金などのトップダウン的な力に依らなくても持続可能にするために,最低限,何が必要かを明らかにしたい。そのような道を模索するために,この論でとりあげたのは,地域発の現代芸術である。今述べた目的に到達するために,他にもさまざまな道がとれるだろう。その中の一つとして,あえてこの道を選んだのにはわけがある。「地域」と「現代芸術」の振興には相関関係があり,地域の固有性を豊かにするには,現代芸術が役にたち,逆に個性豊かな現代芸術を発信するために,その地域の固有性の探求が役に立つように思われるからだ。この問題をあつかうのが,Ⅰの準備考察である。その後,Ⅱ.芸術と社会の関係を分析するために,これまでなされてきた主な視点を概観し,この論考の目的を果たすために,それぞれの視点がどれだけ有効か,その可能性と限界を批判的に検討する。そのようにして必要な方法を確定した後で,Ⅲ.札幌の現状を分析し,Ⅳ.問題点を指摘し,Ⅴ.問題解決のために何ができるか,Ⅵ.それを,ここにすでにある文化的,社会的,経済的な特質に合わせた形で行うにはどうすればいいかについて述べる。本研究は共著になっている。現代芸術のおかれた状況の現状認識については,30年以上,現代芸術家として活動してきた大井が,社会の関係を分析する方法の概観や,全体の構成,最終的な執筆は堀田が主に担当した。The goal of this study is to publish local contemporary art by the power of grassroot organizations, tofind out the least necessary factors for them to be selfsustainable without the support of public funds, andlocal contemporary art to be circulated economically as well as aesthetically. Local community and localcontemporary art should reinforce and complement each other. In order to enrich originality of localcommunity, local contemporary art is useful. On the other hand, in order to publish local contemporary artand this art to be stated as original, it requires surveying uniqueness of the local community where theartists work. As a result it it establishes a correlation between art and community: the more unique thelocal community is, the deeper the local contemporary art might become.After this preliminary analysis the following points will be described:1)Checking the major idea being established until now to analyze the relationship between art and society.and2)Proving the effectiveness of application of the idea, Art Worlds by Howard S Becker, onto publishing,circulating and maintaining newly created artistic value. In other words, paying attention to thecooperation between artist, gallery, museumcurator, artcritique, researcher, artdealer, and public torecognizing, establishing and translating it to economic value.
