Crisis communications come into play when a government or industry organization finds itself embroiled in controversy due to unforeseen accident or other incident with public relations impact. Deft crisis communication on the part of all those involved is essential to ensuring that the storm can be weathered safely and with a minimum of damage. The number of organizations in Japan that aggressively carry out crisis communications, however, remains relatively small. This article is intended to contribute to the more widespread implementation in Japan of more competent, effective crisis communications by presenting an overview of the field illustrated with specific case studies.

リスク・コミュニケーションに限らず,事業者の意見や主張あるいは情報はステークホルダーにただ伝えるだけでは意味はない.理想は,相手に伝わり,その結果,相手の行動や社会に変化が起きるような実効性のあるコミュニケーションが実現することである.しかし,「本音と建て前」や「忖度」がまん延する日本社会では,ステークホルダーとのコミュニケーションは容易ではない.本稿では,リスクの伝え方だけではなく,コミュニケーションそのもののとらえ方と有能なコミュニケーター育成のための方法を紹介する.また,現在の日本におけるネットやマスコミなどのメディアの影響力について実態を解説し対策についても提案する.
