AFTER THE WORLD WAR II, NATIONAL PARKWAY IN THE U.S.A. HAD BEEN A MODEL OF ROADS LOCATED IN SCENIC AREAS IN JAPAN. HOWEVER, IT COULD NOT WORK OUT WELL. THIS STUDY AIMS TO CLARIFY TRANSITION OF CONCEPT ON PLANNING AND DESIGNING OF ROADS IN SCENIC AREAS IN JAPAN. IN LATE 1950'S, SOME ROADS WERE CONSTRUCTED WITH CONCEPT OF NATIONAL PARKWAY IN JAPAN. HOWEVER, THEY WERE LACK OF CONCEPT OF INTRODUCING REGIONAL HISTORY AND CULTURE WITH "STOP", LANDSCAPING ALONG ROADS, OR LAND-USE CONTROL. INSTEAD WE ATTEMPTED TO DEVELOP ATTRACTION OF ROADS IN SCENIC AREAS MAINLY IN ENJOYING PROMINENT NATURAL ENVIRONMENT AND GRAND SPECTACLE. THAT ESSENTIALLY CAUSED DESTRUCTION OF NATURAL ENVIRONMENT, AND SOCIAL DENIAL OF FURTHER CONSTRUCTION.
