グローバリゼーションが進展する中で、手段である経済成長が目的と化し、人間の幸福追求という本来の目的が忘れられている。人間は排除の対象にすらなりつつある。このような現状を生んだ要因としては、倫理の欠如、真の指導者の欠如、及びGDP経済学の責任の三つを指摘できる。人間の幸福は文化なしには考えられず、文化と文化交流を重視することは、経済至上主義に対するカウンター・バランスとなり得よう。揺らぎつつある政官財文化に取って代わり、環境破壊に脅かされた地球を救う「地球市民文化」が、人間復興を目指し逆襲に出るのである。宗教的寛容さを切り札とする日本は、新しい文明の創設と民事、軍事を問わない地球の非核化を世界に訴えていくべきである。

The muclear policy of Japan must be made to change course in order to avoid catastrophy. The scale of relevent dangers can be imagined by having in mind (1) 4 nuclear plants in Hamaoka built at the very center of an area where a magnitude 8 class earthquake is predicted by an official body, (2) the reprocessing plant in Rokkashomura, Aomori prefecture, where radioactive waste materials equivalent to one million Hiroshima bombs are to be accumulated, (3) ITER (thermo nuclear fusion experimental reactor) which Japan tries to invite to Rokkashomura, although Dr. Koshiba, Nobel Laureate, and Dr. Hasegawa, Maxwell Award Winner, are strongly opposed to this. My concrete proposals for the change of nuclear policy include (1) sharing of the costs incurred by the state, the concerned enterprises, and the people, (2) radical reform of the concerned organizations, (3) strengthening of control over the concerned electrie companies, (4) fundamental reexamination of the energy provision structure, (5) a change of life style, (6) extention of the participation by local autonomies in the decision making. Japan, the only victim of atomic bombs, has the responsibility and the duty to appeal to the world for global denuclearization, both military and civil.
