Due to the liberal civil rights movement, the practice of debating (Toron-kai) spread throughout Japan. The Toron-kai had a similarity with and a difference from the current debating system. The similarity is that the matches eventually end. The difference is that the debaters can argue either position. Students of the old junior high school system planned to introduce the Toron-kai of the liberal civil rights movement to their schools. However, because the Toron-kai was deeply connected to the liberal civil rights movement, the Ministry of Education became nervous and started a movement that would prevent the introduction of the Toron-kai to school. After the Diet was established, the Toron-kai spread again. However, it became clearly distinct from the political movement. Nevertheless, school authorities' fear of the Toron-kai continued for a long time.
