The first version of "Seigen-Zu" to be established as the design format of shrines in the Meiji era was presented by the Ministry of Finance in August 1872. The second version by the Ministry of Religion followed three months later. The third version, again by the Ministry of Finance, was prepared in April 1873, and was to finalize the design process of "Seigen-Zu". In 1875, "Seigen-Zu" was to be applied to the construction for more shrines, thereby occasioning the need to circulate copies of this final version in woodblock print form.

The area restriction of shrines, enacted by the proposal of the Ministry of Finance in 1872, was flawed, because the case of reconstruction was not considered. In 1873, the Ministry of Religion ordered those shrines directly controlled by the government to submit drawings of their buildings and surrounding sites The government made the decision to preserve the design of shrines based on these drawings, while the area restriction was to be applyed to only the newly established shrines.

In the early Meiji (before the Shinto system revised in 1871) ,the new government had no clear vision for the building and repairs of shrines. When the new hierarchy of shrines had been established, the government had to make guidelines regarding building and repairing expenditure for the shrines directly controlled by the government. Meanwhile, Izumo-Shrine requested from the government again and again, funds not for repairs but for the whole reconstruction. Thus based on the financial state of the government, the area restrictions of shrines was suggested in 1872 by the Ministry of Finance.
