This paper analyzes why the Democratic Party of Japan (DPJ) failed to achieve key policies in its 2009 election manifesto. The data are based on case studies about major legislation under the DPJ–led administration. The optimistic foresight of funding measures and the lack of ability to manage the government in the Hatoyama and Kan Administration was found to be related to nonattainment of the pledges. After the ruling parties lost the majority in the House of Councilors at the Kan Cabinet, it became more difficult for the government to enact bills. Therefore, the Noda Administration has adopted the cooperative business in the Diet by which it forms consensus through negotiations with the opposition parties. This study concludes that the execution of the manifesto by the DPJ–led administration was not fully completed, but it realized the passing of important legislation, such as a consumption tax hike.
