Institutional Review Board (IRB) is a committee whose responsibility is to protect the rights and welfare of humans participating as subjects in the research and to facilitate human subjects research. The establishment of an IRB at universities is required by administrative guidelines in the government of Japan. However, there are large variations in qualities and methods of IRBs among universities. This paper demonstrates how the regulations and expanding purview of IRBs have had effects on the qualities and outcomes by analyzing the review reports published.
